John P. Whalen, FAICP
Mr. Whalen is an urban and regional planner whose professional career extends over 40 years and includes substantial administrative roles in government and private practice. He has undertaken numerous complex planning assignments, ranging from broad policy issues to site-specific physical development designs, in a wide variety of urban and rural settings in Hawaii. Prior to forming his consulting firm, he served as Director of Land Utilization for the City and County of Honolulu, where he had responsibility for zoning controls and land use permitting throughout the Island of O’ahu. With PlanPacific, he has been principal in charge of all planning assignments, from large-scale, comprehensive regional planning to land use entitlement work.
Lisa L. Imata
Ms. Imata’s professional experience includes land use planning, master planning, environmental assessments, development permits, and plan updates. Her work has included research and collection of physical, social, economic, and environmental data; integration and analysis of data to determine opportunities and constraints for land use; preparation of various technical reports and permit applications; computer database development; and creating GIS (Geographical Information System) layers and map compositions. Ms. Imata joined PlanPacific in 1998 and has been involved in many projects including the Kailua Beach and Dune Management Plan, Standards and Design Precepts for Future Parks Development, Ko’olau Poko Sustainable Communities Plan, Ala Wai Promenade Plan, Kilauea Town Plan (Kaua’i), and Kaua’i General Plan. She has also prepared many environmental review reports, including the Manoa Valley Heritage Center EA, Central O’ahu Regional Park EIS; and land use entitlement applications, ranging from conditional use permits to zone changes.
